I need advice on what to say to someone who says they want to meet up but never actually follow through.

If they didn't turn up to a meet up, it isn't your obligation to contact them. It is their responsibility to contact you and apologise.
That being the case, it is then your decision whether to accept the apology or not.
In these days of communication devices there is few reasons not to cancel out prior to the meeting.
