Is it a violation of the Fair Work Act 2009 to be told by a manager that I can't be promoted unless I am able to overcome my social anxiety?

Sounds like discrimination against someone with a health condition. But only if you can do the job while suffering the condition. It would be like employing a fighter pilot with a fear of heights.

Matches is absolutely correct. Unless the promotion directly interferes with your ability to work, it is unfair and discriminatory for them not to promote you.

Something that I have recently realised is that what we have is a medical condition that requires maintenance and management, just like diabetes. There is no "overcoming" it.
