Hi welcome

I think I can help. Although this problem likely doesn't at this stage come fully under mental health I do have lots of experience in animal control having been a dog ranger at 3 councils in the past.

Dog control, Registration, noise, wandering and so on is under the jurisdiction of your local council. You will have to take your complaints to them. Best in letter/email form.

In these situations the owners usually don't realise their dog us a. That loud b. They ignore the dogs basic needs like exercise, company 3. Ignorant of laws.

Sometimes one or two simply changes can make the world of difference eg a proper kennel in a good location like facing a wall away from your direction. Toys. Lots of walks. Bones.

I've solved a case whereby the owner employed a dog walker daily for one hour.

It is best if you can communicate to the owner the extent of the problem. A tape recording helps, say on your phone and suggest the ideas above.

Failing that write to your council and include the efforts you have made.

Good luck

TonyWK
